He added: "Billy should be allowed to be treated with cannabis oil without further delay and the Government should commit to changing the official categorisation of cannabis to recognise its medicinal value". He said his decision was based on advice from senior doctors who made it clear that Billy, who was admitted to hospital on Friday, was facing a medical emergency.

Caldwell said she believed that "somewhere in the Home Office there is someone with a heart" and that Billy "was pulling on their heartstrings".

He said: "It is cruel and inhumane to have seized cannabis oil from the mother of Billy Caldwell as the two arrived back at Heathrow".

Ms Caldwell, of Castlederg in Co Tyrone, Northern Ireland, had seven bottles confiscated at Heathrow Airport customs on June 11 after she brought them in from Toronto.

Charlotte Caldwell said Sunday she also wants assurances from the government that her 12-year-old son Billy will be able to keep receiving cannabis oil once a 20-day emergency supply approved by the government runs out.

The young man is now in hospital as his seizures began again.

The oil has since been delivered to Chelsea and Westminster Hospital where Billy is being treated, but may not be taken home.

On Monday, Caldwell, 50, from Castlederg, Co Tyrone, Northern Ireland, flew with the boy and a six-month supply of the medication used to treat up to 100 seizures a day into the United Kingdom airport from Toronto, Canada.

She criticised the "dreadful, horrific, cruel experience" that has deeply affected 12-year-old Billy, saying: "His little body has been completely broken and his little mind".

Keen to get back to her son's bedside, she said: "I am full of hope - this is my little boy's anti-epilepsy medication".

She said her son was too ill to travel to Canada to get his medication.

"The policing minister met with the family on Monday and since then has been working to reach an urgent solution".

MP Crispin Blunt, co-chair of the all-parliamentary group on drug policy reform told the Guardian: "Billy Caldwell is one child out of many hundreds, as well as many thousands of adults, who would benefit from cannabis derived medicines in the UK".

"No other family should have to go through this sort of ordeal, travelling half way round the world to get medication which should be freely available", she said.

She criticised outdated laws and called for "more humane policies" while vowing to fight for others in the United Kingdom to have access to the medication they need.

"We've got to move this away from the Home Office and allow doctors to prescribe this just as they can prescribe many other drugs, under supervision, for the benefit of their patients".

A Caldwell family spokesman said today: 'The medication that she brought into the country and was confiscated, this medication is on the way to the hospital'. Schedule 1 drugs can be used for research purposes and clinical trials, but only under a Home Office licence.

Billy became the first person in the United Kingdom to receive a prescription after his local GP in Northern Ireland, Brendan O'Hare, began writing scripts.
