The jail, which is operated by the federal government, holds more than 1,600 inmates, according to The New York Times.

"They're just waiting for a disaster to happen", she said. "According to the BOP website, "(Such) facilities are institutions with special missions, such as the detention of pretrial offenders; the treatment of inmates with serious or chronic medical problems; or the containment of extremely unsafe, violent, or escape-prone inmates".

Shocking footage filmed outside a federal prison in Brooklyn, New York, shows inmates apparently banging on the walls and windows of their cells to draw attention to their freezing conditions.

A message was left with the U.S. Justice Department seeking comment on behalf of the Federal Bureau of Prisons and Warden Herman Quay.

The nonprofit Legal Aid Society said it had written to the MDC warden on January 22, demanding that a lack of heat at the jail be addressed amid forecast temperatures that were "dangerous to human life". It said prisoners still had access to public defender phones and medical care. The court papers say that jail officials have taken no steps to provide Sanchez with "an oxygen mask, clothing, blankets, or access to a habitable location that will mitigate his health risks".

"We're going to get through this immediate crisis at some point", Patton said.
