But none of these claims were true, according to the El Paso Times.

Trump's rally comes at almost the exact same time as a tentative deal reached by congressional negotiators announced an agreement to avoid another government shutdown. He told the crowd, "I don't know if you heard, but today we began the handsome wall".

O'Rourke, whose unexpectedly close but ultimately unsuccessful campaign for U.S. Senate generated buzz about a 2020 presidential bid, said last week he will decide by the end of the month whether to run.

President Donald Trump seized the chance to make the case for the construction of a border wall during a rally in El Paso that addressed topics far beyond immigration.

Republicans tentatively agreed to far less money for Trump's border wall than the White House's $5.7bn wish list, settling for a figure of almost $1.4bn, according to congressional aides.

Trump also railed against the New Green Deal, the plan recently introduced Democrats in the House of Representatives to tackle climate change.

El Paso community leaders denounced the wall and Trump's immigration policies.

Trump has insisted that large portions of the border wall are already underway.

Alphonso Telles, the chairman of the El Paso Republican Party, says it is wrong for people to use El Paso to argue that physical barriers don't work.

Aguayo says a wall may act as a deterrent to illegal immigration, but not enough to justify the $US5.7 billion Trump is asking for.

"That is the way we make our communities and our country safe", he said to cheers.

Trump said fencing through the city had dramatically reduced crime by separating it from the troubled Mexican city of Ciudad Juarez, just across the border. The FBI's Uniform Crime Report shows that El Paso's annual number of reported violent crimes dropped from almost 5,000 in 1995 to around 2,700 in 2016. "But now it turns out not only don't they want to give us money for a wall, they don't want to give us the space to detain murderers, criminals, drug dealers, human smugglers". Ted Cruz, a fact that Trump highlighted to the assembled crowd.

The negotiators had worked into the night in hopes of striking a deal on funding border security through September 30.

The Trump campaign released a video showing El Paso residents saying the wall helped reduce crime.
