Jared Kushner accused of using WhatsApp and personal email for state business

"As you know, the White House has not produced a single piece of paper to the Committee in the 116th Congress - in this or any other investigation", Cummings wrote.

To underscore his concern about whether unsecured White House communications have included classified information, Cummings said in the letter that Kushner's lawyer, Abbe Lowell, acknowledged during a meeting with committee leaders in December that Kushner had used the messaging application WhatsApp to communicate with foreign leaders.

The request is part of the Oversight Committee's broader effort to get information about White House operations and Kushner's security clearance process.

Kushner is a senior White House adviser and the son-in-law of President Donald Trump, overseeing the administration's Middle East policies among other issues.

Cummings noted that Kushner's attorney Abbe Lowell told him and then-chairman Trey Gowdy (R-S.C.) late past year that his client had been "using the messaging application What'sApp as part of his official White House communication with foreign leaders".

McFarland was found to have used her AOL.com account to conduct business about a transfer of "sensitive USA nuclear technology to Saudi Arabia" in coordination with Tom Barrack, a personal friend of the president's who was chairman of the inaugural committee.

The committee launched a bipartisan investigation into the use of "personal email and messaging accounts" by "non-career officials at the White House", but Cummings says in the letter that even after he followed up in December 2018 requesting documents on the cusp of becoming chairman, "the White House failed to produce any additional documents" and "failed to provide the promised briefing during this timeframe". He demanded that the White House say by March 28 whether it intends to comply voluntarily with the renewed requests.

The White House refusal marks the latest move in the ongoing fight between the Trump administration and House Democrats looking to flex their oversight muscles since retaking control of the lower chamber of Congress in January. Lowell said that he "never" said at their December meeting that Kushner's communications on WhatsApp were with foreign "leaders" or "officials".

Cummings suggested that the practice is in violation of the Presidential Records Act, according to The Associated Press.

Mr Lowell said, in his letter, that the discussion of Ms Trump not forwarding e-mails to an official account unless she responded to them referred to the time period before September 2017.

According to a February 22, 2017 directive from the White House Counsel's Office, all White House personnel are required to "conduct all work related communications on your official EOP email account" except under "emergency circumstances".

Bannon also received a January 29, 2017, email from Barrack that Cummings said was a pitch of the plan sent to inform "Bannon's official work relating to developing 'broader Middle East policy'".

Referring to reports that Trump had seized a translator's notes following a meeting with Putin, the chairmen also asked that the translators be made available for interviews.

"We will be consulting on appropriate next steps", they added.

"F$3 rom the Nation's beginning, Presidents from all political parties have determined that the law does not require the Executive Branch to provide Congress with documents relating to confidential diplomatic communications between the President and foreign leaders".

Cipollone's letter was in response to two letters sent to the administration by Cummings, Schiff and Engel earlier in the month.
